Consular Services

At present the U.S. Consulate General in Wuhan is open for general operations and we continue to look forward to expansion of consular services.  We now provide emergency and special American citizens services (assistance in cases of arrest, death, etc.).  We can also offer some limited American citizens services on an excepted basis.  If you have a question about a specific service (passport, notarial, etc.) please write us at WuhanACS@state.gov.  If Consulate Wuhan does not currently provide the service you require, we will gladly assist you in connecting with the U.S. Embassy in Beijing or at one of the other U.S. Consulates General (Guangzhou, Shanghai, or Shenyang) that provide the full range of U.S. citizen services.  You can find information about U.S. citizen services by following this Link.  You can schedule an appointment for American citizens services with the U.S. Embassy or Consulate by making an appointment here.  U.S. citizens with emergencies may contact us during working hours (Monday to Friday 8:00 a.m.-12:00 p.m. and 1:00 p.m. to 5:00 p.m. except local and U.S. holidays).  Outside of office hours, please contact: 010-8531-3000.  Outside of China: (+86) 10-8531-4000.

Absentee Voting Information for Americans Abroad

The most updated information on absentee voting for Americans living abroad is available from two sources – the Department of State’s Overseas Voting information, and the information provided by the Federal Voting Assistance Program. Please visit these websites to learn about deadlines and procedures for registering and voting.

For additional questions about absentee voting, a Voting Assistance Officer can be reached at the U.S. Embassy in Beijing. When requesting voting information by e-mail, please indicate your name, current address in China, and your last legal state of residence in the United States.

American Citizen Services in Wuhan

The U.S. Consulate General in Wuhan does not yet offer consular services. Therefore, individuals who reside in Hubei, Henan, Hunan, and Jiangxi Provinces may receive services at the Embassy in Beijing or at one of the other U.S. Consulates General (Shanghai, Shenyang, or Guangzhou). Appointments for services can be made by visiting the website of the Embassy or the specific Consulate.

Starting February 15, 2022, U.S. citizens over the age of 16 who will renew their passports with the DS-82 application form are now eligible to do so via mail and pay their application fee online. Those applying for first-time passports, minor child passports, and passport cards must still make an appointment with the nearest consular section.

For deaths, arrests, hospitalizations, or other emergencies involving U.S. citizens in the Wuhan Consular District, i.e. Henan Province, Hubei Province, Hunan Province, and Jiangxi Provinces, please call the 24 hour emergency telephone at the US Embassy in Beijing at (010) 8531-4000 within China, or (011-8610) 8531-4000 from the United States, or email the Wuhan American Citizen Services Office at WuhanACS@state.gov.

The Smart Traveler Enrollment Program (STEP) is a free service provided by the U.S. Government to Americans who are traveling or living in a foreign country. Enrollment allows you to record information about your upcoming trip abroad that the Department of State can use to assist you in case of an emergency. You may update your contact information at any time, making it easy to keep your information current. Americans living abroad can also obtain routine information from the nearest U.S. Embassy or Consulate. The Foreign Account Tax Compliance Act (FATCA), enacted in 2010 as part of the Hiring Incentives to Restore Employment (HIRE) Act, is an important development in U.S. efforts to combat tax evasion by U.S. taxpayers with investments in offshore accounts. Under FATCA, U.S. taxpayers with financial assets outside the United States must report those assets to the IRS. In addition, FATCA will require foreign financial institutions to report directly to the IRS information about financial accounts held by U.S. taxpayers, or held by foreign entities in which U.S. taxpayers hold a substantial ownership interest. Health and Medical Care

Western-style medical facilities with international staffs are not widely available in Central China. Some hospitals feature reasonably up-to-date medical technology and physicians who are both knowledgeable and skilled. Some of these hospitals provide medical services to foreigners and may have English-speaking doctors and nurses.

Hospitals in the Wuhan Consular District do not accept U.S. medical insurance. Travelers will be asked to post a deposit prior to hospital admission to cover the expected cost of treatment. Hospitals often do not accept credit cards for payment. All Americans traveling to China are strongly encouraged to buy foreign medical care and medical evacuation insurance prior to arrival.

While the U.S. Government cannot pay medical costs incurred by Americans abroad, we can assist hospitalized Americans to notify family members in the United States and arrange for the transfer of funds to the U.S. Embassy in Beijing. Note: The U.S. Consulate General in Wuhan does not yet provide consular services, therefore funds transfers must be arranged through the Embassy in Beijing until such time as Wuhan begins providing full consular services.

Fingerprinting and U.S. Criminal Record Checks

We have information on the embassy website about how to get a criminal background check from appropriate authorities in the U.S., please note that U.S. embassies and consulates cannot authenticate records issued by other agencies in the United States. Unfortunately, U.S. Embassies and consulates do not provide fingerprinting services.  You may contact local Chinese organizations for fingerprinting services (150KB).

If you live in Wuhan, Wuhan Jiangtian Notary Public (Tel: 027-8244 0627) provides fingerprinting services. You’ll need to bring your passport, two or three copies of fingerprint forms and black ink, since they only have red ink in the notary public.

If you are going to visit another notary public in Wuhan, you may also want to check with them first to see if they provide this fingerprinting service and what you need to bring for the service.

Medical Service Providers in the Wuhan Consular District

The Department of State strongly urges Americans to consult with their medical insurance company prior to traveling abroad to confirm whether their policy applies overseas and if it will cover emergency expenses such as a medical evacuation. U.S. medical insurance plans seldom cover health costs incurred outside the United States unless supplemental coverage is purchased. Further, U.S. Medicare and Medicaid programs do not provide payment for medical services outside the United States. However, many travel agents and private companies offer insurance plans that will cover health care expenses incurred overseas, including emergency services such as medical evacuations.

When making a decision regarding health insurance, Americans should consider that many foreign doctors and hospitals require payment in cash prior to providing service and that a medical evacuation to the U.S. may cost well in excess of $50,000. Uninsured travelers who require medical care overseas often face extreme difficulties. When consulting with your insurer prior to your trip, ascertain whether payment will be made to the overseas healthcare provider or if you will be reimbursed later for expenses you incur.

Visa Services

The U.S. Consulate General in Wuhan does not yet offer visa services. Visa applicants resident in any province or autonomous region in China may apply for non-immigrant visas at the U.S. Embassy in Beijing or any of the U.S. consulates where visa services are available: Guangzhou, Shanghai, and Shenyang.
