Welcome to the American Citizen Services (ACS) page of the U.S. Consulate in Shenyang. We consider the provision of services to American citizens in our district (Liaoning, Jilin and Heilongjiang Provinces) as one of our most important missions.
In addition to routine consular services (such as passport renewals and birth registrations), we also provide assistance to U.S. citizens in emergencies, including arrests, deaths and crisis situations.
ACS Routine Services
U.S. Consulate General Shenyang’s Consular Section is currently in the process of closing down our legacy section and moving to our new Consular SMART Center (CSC), an off-site facility, located at 185 Qingnian Avenue, Maoye Tiandi Shopping Mall, 5th Floor, Shenhe District, 110014 Shenyang (Subway: get off at Line #2 Shitushuguan Stop, take Exit B). Our last day of appointments at our current facility is January 17, 2020, and our first day of available appointments at the new location is scheduled for February 04, 2020. Please refer to the schedule below for more details.
January 13-17: American Citizen Services (ACS) hours are available as normal; Monday, Tuesday, Thursday, and Friday from 1:30 pm to 3:00 pm.
January 18-February 03: ACS is closed for our relocation to Maoye Tiandi Shopping Mall, and in observance of Chinese Lunar New Year from January 24-29. We are only available during this time for non-routine emergency services, such as the death, destitution, or serious injury of an American citizen.
February 04 onwards: ACS will re-open at our new location. Appointments will be offered Monday, Tuesday, Thursday, and Friday from 9:00 to 11:00 am, except for holidays.
We welcome applications for U.S. passports and reports of birth, as well as notarials and affidavits, in accordance with the times listed above. All visitors for these routine consular services must make an appointment through our ACS online appointment system.”

ACS Emergency Services
No electronic or metal items are allowed to be brought into the Consulate compound, such as knives, cigarette lighters, laptops, PDAs, cell phones and cameras, etc. Luggage and bags may not be brought into the Consulate. Food, drinks, and tobacco products are also not allowed inside the Consulate. The Consulate is unable to store any items for entering persons. Any person holding a prohibited item will be asked to return without the item.
