Stephen A. Rice
Acting Deputy Chief of Mission
Stephen Rice assumed the role of Minister Counselor for Diplomatic Security (DS) at the U.S. Embassy in Beijing in September 2021. He was until recently a Regional Director within the DS High Threat Programs Directorate overseeing operations in Afghanistan, Pakistan, Haiti, and Venezuela. He was previously the DS Liaison Officer at the U.S. Africa Command in Stuttgart, Germany. Mr. Rice’s prior positions have included: Regional Security Officer (RSO) at the U.S. Consulate in Erbil, Iraq; Chief of the Dignitary Protection Division; Acting Director for the Office of Antiterrorism Assistance; Deputy RSO Kabul, Afghanistan; RSO Johannesburg, South Africa; Shift Leader for the Secretary of State Protective Detail; ARSO Berlin, Germany; Office of Mobile Security Deployments; and the Los Angeles Field Office. He joined the Foreign Service in 1998 and holds the rank of Counselor.
Prior to his Foreign Service career, Mr. Rice was a U.S. Customs Inspector in Seattle. He has a BA from Washington State University and speaks German. Mr. Rice is married to retired DS special agent Laureen Stephens-Rice.
